Groundswell

Groundswell is the largest Human settlement in Olderand. Used as a port city, and administered officially by The Assembly Of The Olderand Accord, Groundswell is the main entrypoint into Olderand. Those who enter through its ports must be properly documented with a Permit to visit Olderand. It is a town of function, where practically all its citizens moved from Anderand at some point, and are there on a temporary basis. Building in Groundswell is limited to help preserve Natural Order in Olderand.

Being a settlement with a long history, Groundswell was first established before Olderand became a place of interest. As interest in Olderand grew, so did the function of the port, until The Olderand Accord was eventually established. This placed strict restrictions on how Groundswell could operate, and it was eventually handed over to the assembly to administer.
